Tuesday Magic Item – Villain’s Cloak
6 August, 2019Voddick looked around and then raised his hand experimentally before letting it fall. He leaned closer to Gollaon, “He has enchanted his cloak to blow dramatically even without wind?”
“Well spotted,” nodded Gollaon. “It is a nice effect is it not?”
“Yes, I suppose so,” Voddick agreed grudgingly. “Seems a bit of a cheat though.”
“Yes, entirely, that is the point,” said Voddick. “It is all about attracting attention to the wearer.”
“Seems dangerous.”
“It has defenses too.”,
“Clever,” said Voddick studying the speaker even more carefully.
Villain’s Cloak
These cloaks are usually dark of color, black and crimson being common, and of a dramatic cut. The fittings are also striking and often decorated with gems and arcane symbols.
The cloak flows dramatically, even in the lack of wind or too much, it always has just the right amount, this provides a +4 bonus to Intimidate checks and to Diplomacy checks when such dramatics would be effective.
This flow also obscures the wearer’s outline, providing them with some protection against ranged weapons, this acts as concealment (giving a 20% miss chance).
But its most useful defensive ability that, once a day, the wearer may dimension door away leaving an illusion of them behind. The illusion continues the last action the wearer was doing before using the dimension door (fleeing, boating, begging for mercy) and last for 1d4+1 rounds and can move up to 120′ away from where it was created. The illusion is visual and audible and the DC the disbelieve it is 19. This ability triggers automatically if the wearer is dropped to -1 or lower hit points and it transits the wearer to the nearest safe place with an ally and no enemies, or the best it can do if no such place is available.

First paragraph as above.
The cloak flows dramatically, even in the lack of wind or too much, it always has just the right amount, this provides advantage to Charisma (Intimidate) checks and to Persuation checks when such dramatics would be effective.
This flow also obscures the wearer’s outline, providing them with some protection against ranged weapons, missile attacks against the wearer suffer disadvantage.

The illusion is visual and audible and the DC the disbelieve it is 16. This ability triggers automatically if the wearer is dropped to -1 or lower hit points and it transits the wearer to the nearest safe place with an ally and no enemies, or the best it can do if no such place is available. This ability recharges after the wearer take a long rest.
Notes: I was challenged to create a comedic villain for the Sea of Stars, so such a villain must have some means of survival, so . . .
