Building governments in a fantasy setting is always a challenge. Holding too close to historical patterns tends to cause dissonance in a world with magic but they remain the best point to start from. Classic fantasy RPGs (i.e. D&D) tend to be set in a nebulous western Europeanish quasi-feudal setting. While this is workable and plays to the common perception of knights and queens, it often includes many very modern elements (police forces, equality before the law, religious tolerance) that would radically change such a structure.
